Strephon Billinghurst - Chief Executive Officer

Strephon Billinghurst was appointed Chief Executive Officer in November 2015, when Hawkesbury District Health Service transferred to St John of God Health Care. Strephon has extensive experience in senior roles in acute private and public hospitals. Directly prior to his appointment at Hawkesbury District Health Service, Strephon was Chief Executive Officer of St John of God Richmond Hospital. He has also held roles with Calvary Hospital  including Director of Operations and Nursing Director – Emergency, Perioperative, Mental Health and Critical Care; and with Flinders Medical Centre as Nursing Director – Emergency and Perioperative Medicine and Acting Executive Director of Nursing – Midwifery and Patient Services. Strephon’s qualifications include a Masters in Health Services Management, a Bachelor of Nursing and a Graduate Diploma in Catholic Leadership from the Australian Catholic University.

Belinda Mott - Director of Financial Services 

Belinda Mott was appointed Director of Finance in January 1998. She joined the hospital as a member of the original commissioning team when the hospital was built and then opened in 1996. Belinda has extensive experience working at Hawkesbury District Health Service and over the past 20 years has actively managed the administration and compliance of hospital’s public-private partnership with the Nepean Blue Mountains Local Health District. Belinda holds a Bachelor of Business majoring in Accounting and is a Certified Practising Accountant.

Julie Austin - Director of Nursing, Midwifery and Community Health

Julie joined Hawkesbury District Health Service in 2004 and became the Director of Nursing, Midwifery and Community Health in September 2023. Julie has over 44 years’ nursing and midwifery experience, including senior management roles. Since joining Hawkesbury District Health Service, Julie has held roles as Nurse Unit Manager in the Maternity Ward prior to being appointed Deputy Director of Clinical Services in 2019.  Julie has also held roles with Westmead Hospital as Nurse Unit Manager in the Neonatal Nursery. 

Julie is a registered nurse and midwife and holds a Certificate in Neonatal Care, Graduate Diploma and Masters in Health Management. 

Julie resides in the Hawkesbury area and has a strong commitment and passion in providing excellence in health care for the community.

 

Dr David Doolan MBBS MBA FRACMA - Director of Medical Services

 

Dr David Doolan commenced with Hawkesbury District Health Service in December 2016 in the new position of Director of Medical Services. Dr David Doolan is a Medical Specialist with 30 years’ experience in providing clinical care, managing health services, creating strategy, and building, implementing and operating clinical information systems and telehealth. He also provides consulting services in medical administration and clinical governance to public and private healthcare providers.

David was the Chief Health Information Officer for Telstra Health, a new growth business in Telstra. He was responsible for providing clinical informatics input into the evaluation, integration and further development of products and services across health, aged and community care, encompassing electronic medical records, telehealth solutions, and consumer applications. David developed the clinical governance framework for use across the Telstra Health portfolio.

Previous to that David was the Director, Clinical IT Support at Hunter New England Health and was responsible for clinical information strategy, application architecture, and the implementation and support of Electronic Medical Records, Patient Administration Systems and Telehealth across 42 hospitals and 48 community health centres. During that time, he successfully delivered solutions across large teaching hospitals, regional and rural health services, primary and community care. David was responsible for developing business cases and obtaining internal and external funding from State and Commonwealth Governments.

David has managed large and small hospitals, successfully prepared clinical service and information management plans for new capital developments, and worked as a hospital doctor in Australia and the UK, and as a partner in general practice.

In 2000 he was awarded a Harkness Fellowship in International Health Policy from the Commonwealth Fund in New York. David worked with leading experts across the US to research advanced EMR implementations and publish papers in peer reviewed academic journals.

John Sweeting - Director of Mission Integration

John Sweeting was appointed Director of Mission Integration in September 2023. John has held a number of senior management roles with the Catholic Church for the past 22 years including roles in Dioceses, Catholic Schools, Universities, Catholic Welfare and with World Youth Day Sydney 2008. John holds a Bachelor of Theology and has experience in church administration, together with pastoral and finance roles.
